Question - Power Steering While Stopped

Bought a Massey Ferguson 1635 compact tractor with loader and have a question regarding power steering. While maneuvering in a tight spot I was trying to turn the wheels while stopped and I simply couldn't. It was bound up and I couldn't turn the wheels left or right. Moved forward a couple inches and while moving steering resumed no problem. On level ground but thought it an anomaly until it happened in another spot. Then another. I understand that just like a car you should avoid turning the wheels while stopped as it causes excess wear on the steering linkage etc but it's just shouldn't not work, correct? Or is this a failsafe built in?
