What would cause this? Kioti CS2210

Just replaced fuel filter as a test after seeing this. Didn't change anything still the same issue. I can drive it on flat ground but can't go uphill anymore.

Hi everyone. My father’s tractor (Kioti CS2210) is having a problem. It works fine for 30-45min and then the rpm just drops when you try to do anything. If we let it sit a few hours it’s fine for another 30-45min then the same thing. Any ideas what could be causing it?
