User reports that their 1979 JD 214 is missing an outer pulley on the PTO system. Additionally, the PTO stays running even when the lever is turned off.

Root cause identified as worn piston rings and glazed cylinders allowing exhaust gases to pressurize crankcase. Issue persisted even after engine rebuild with new rings, pistons, cylinder honing, and full gasket replacement.
